一、單位簡介 Introduction

江門雙碳實驗室由江門市人民政府與香港科技大學 (廣州) 共同舉辦，是江門市屬登記類事業(yè)單位。實驗室聚焦能源電力系統、新型儲能技術、碳計量與生物利用、碳捕集封存與工業(yè)利用、雙碳政策與系統設計五大領域，研究涵蓋氣候與碳科學、公共政策、金融、數據科學、材料科學、化學、生態(tài)學、地理學、計算機、工程、農業(yè)、經濟學、公共政策等學科。

實驗室已獲批 “粵港澳碳中和科學與技術聯合實驗室”，聚集了一批國內外知名的雙碳領域專家，組建了若干博士、博士后科研團隊。實驗室現誠邀海外青年英才依托江門雙碳實驗室申報國家自然科學基金優(yōu)秀青年科學基金項目 (海外)。

The Jiangmen Laboratory of Carbon Science and Technology (JCL) is jointly founded by the Jiangmen Municipal Government and the Hong Kong University of Science and Technology (Guangzhou) (HKUST(GZ)). In 2023, JCL has been reworked as Guangdong-Hong Kong Joint Laboratory for Carbon Neutrality. Sincerely welcome overseas outstanding young talents to apply for the Excellent Young Scientists Fund Program (Overseas) through Jiangmen Laboratory of Carbon Science and Technology (JCL), and we are devoted to serving you throughout the whole process.

二、申報條件 Applicant Requirements

優(yōu)秀青年科學基金項目 (海外) 的申請人應當具備以下條件:

Applicants for the Excellent Young Scientists Fund Program (Overseas) shall:

1.遵守中華人民共和國法律法規(guī)，具有良好的科學道德，自覺踐行新時代科學家精神；

abide by the laws and regulations of the People's Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era;

2.出生日期在1986年1月1日 (含)以后；

be born after January 1, 1986 (inclusive);

3.具有博士學位；

have a doctoral degree;

4.研究方向主要為自然科學、工程技術等；

research mainly in direction of natural science, engineering technology, etc.;

5.在取得博士學位后至 2026 年 4 月 15 日前，一般應在海外高校、科研機構、企業(yè)研發(fā)機構獲得正式教學或者科研職位，且具有連續(xù) 36 個月以上工作經歷；在海外取得博士學位且業(yè)績特別突出的，可適當放寬工作年限要求；

have obtained a formal teaching or scientific research position in an overseas university, scientific research institution, corporate R&D institution, with more than 36 months of continuous work experience since obtaining a doctoral degree till April 15, 2026; the requirement of working years may be appropriately liberalized for those obtaining a doctoral degree overseas but have particularly outstanding achievements;

6.取得同行專家認可的科研或技術等成果，且具有成為該領域學術帶頭人或杰出人才的發(fā)展?jié)摿Γ?/span>

be recognized by peer experts in terms of scientific research or technology results and other achievements, and show potential of developing into an academic leader or outstanding talent in the field;

7.申請人尚未全職回國 (來華) 工作，或者 2025 年 1 月 1 日以后回國 (來華) 工作。獲資助通知后須辭去海外工作，全職回國 (來華) 工作不少于 3 年。

have not yet returned to work in China full-time, or have returned to work in China since January 1, 2025. After being notified of the grant, the applicant must resign from overseas work or have no job overseas and return to work in China full time for at least 3 years.

三、配套待遇 Funding

入選后國家提供經費支持，項目入選者可同時享受廣東省、江門市及實驗室疊加經費及配套支持：

01薪酬待遇及購房補貼

1.      有競爭力的年薪；

2.      購房補貼最高可達 110 萬元 (稅前)；

02科研支持

1.      財政科研工作經費 350-950 萬元；

2.      實驗室科研啟動經費 200-400 萬元，支持入選者組建創(chuàng)新科研團隊，并配套充足科研辦公和實驗場地；

3.      在招收團隊成員、研究生招生指標等方面給予充分支持。

03其他生活支持

1.      根據人才需要，協助解決配偶工作，安排子女入讀江門優(yōu)質公辦學校；

2.      未在江門購房前可享受每月最高 6000 元 / 月租房補貼，最長享受三年；

3.      辦理 “廣東‘人才優(yōu)粵卡’” 和江門市 “人才綠卡”，享受廣東省及江門市提供的人才政策；

4.      符合條件的人才可享受粵港澳大灣區(qū)個人所得稅優(yōu)惠政策。

Remuneration & Housing

1.      Competitive Annual income;

2.      House-purchasing subsidies from Jiangmen Municipal Government up to RMB 1,100,000 (before tax);

Research Funds

1.      Research fund: RMB 3,500,000-9,500,000;

2.      Laboratory Research start-up fund: RMB 2,000,000-4,000,000;

3.      Laboratory offices, facility and materials support;

4.      Support for team building.

Other support

1.      Support for child education and spouse employment;

2.      Support application for Guangdong Talent Card and Jiangmen Talent Green Card for government bonus;

3.      Housing rent subsidies up to RMB 6,000 per month for 3 years for applicant who does not own real estate in Jiangmen city;

4.      Bonus for personal tax.
